Westgate area residents should be aware of 2023-2031 Housing Element Update plans for San Jose, Saratoga and Campbell.
In response to community request, SJ Vice Mayor Jones will host a meeting on Wednesday, Nov. 9 at 6:30 p.m. for residents to better understand SJ’s Housing Element Update plan for District 1, particularly along Saratoga Avenue, as well as proposed housing policies and strategies that may affect our area.

San Jose has submitted a revised draft to the CA Department of Housing and Community Development (HCD). This commences a 90-day review period — September 16 to December 17, 2022 — for both HCD and the public.
Background
Local jurisdictions across California update their General Plan Housing Element every eight years to take into account the changing needs of the community and to comply with state law. The Housing Element includes a Housing Sites Inventory that shows the locations where housing can be built and is supported by goals, policies, and strategies aimed at meeting the community’s housing needs.
Each city, town, and county is assigned a number as part of the Regional Housing Needs Assessment or “RHNA”. The total number of new homes the Bay Area needs to build is determined by the CA HCD and distributed at the local level by the regional planning agency which, for the cities of San Jose, Campbell, and Saraoga, is the Association of Bay Area Governments (ABAG).
Based on the methodology adopted by ABAG, San Jose must plan for over 62,200 new housing units, Campbell must plan for over 2,977 new housing units, and Saratoga must plan for over 1,700 new housing units between 2023 and 2031. These units must be built for specific income levels: Very Low Income (<50% of area median income); Low Income (50-80% of AMI); Moderate Income (80-120% of AMI); and Above Moderate Income (>120% of AMI)
To meet the most recent allocations, the Housing Element Updates for the cities of Saratoga and Campbell include considerable rezoning and upzoning.
